He is indeed very talkative in his mic, and he knows how to use it properly.

I, personally, think that he would make a great admin, regardless of his English. He is a very friendly person from what I've seen and heard, his intentions are good, and he's been around half a year now! Therefore, his application most definitely gets a YES from me.
