Running the forum depends on how busy it is. It takes me about 6 hours to set one up with basic permissions, skin etc (haven't done one in a while though so would probably take longer). Moderating and generally tweaking it can take between 15 minutes and 15 hours a week (my housemate runs
http://tip.it and he spends about 3 hours on there a day, but that's an exceptionally busy site).
If the servers are both CS:S, you can run each off a dual core CPU. You can build a good enough PC for about £300 (350ish euros) excluding electricity and monthly internet connection costs to run at your house, unless you are renting a server out in a farm in which case it's about £60/70 euros a month, roughly.
So no, it's not a full time job unless you are very good and have a massive community. You'll have to ask Doggie nicely and see if he can give you a breakdown of his money/time costs with Dream Evil.
